Procedure to turning off firewall in Windows Vista:

1. On the left side of the screen make sure you select Control Panel Home, do not select Classic Veiw
 
2. Once selected, there should be a Sheild that says security in a list of files,  right below that icon another smaller sheild that says allow program through windows firewall.  Click into that icon
 
3.  Go into windows firewall settings, you should see three tabs on top of that window, select "General", you should have the options All Firewall Off and All Firewall On, select "All Firewall Off", make sure that the two icons have a Red Checkmark and not Green.
