We recently purchased a used Falcon II printer. I would like to upgrade to the latest firmware. What is the proper procedure for upgrading?

We recently purchased a used Falcon II printer (s/n 000011). Currently it is running firmware v1.08. I would like to upgrade to the latest firmware. I downloaded this file: http://www2.mutoh.com/public/Firmware/Falcon%20II/Current%20Firmware/IJ_8000_V13 1.rom.jfl

First off, is that the proper file, second what is the proper procedure for upgrading?

The serial number is a little incomplete, there would be some letters before the numbers designating the specific printer, this is always needed to insure that you get the best information available.

The Falcon II is an indoor printer using aqueous dyes or pigment ink, the Falcon II Outdoor uses an Eco (currently Eco Ultra) Solvent ink and has heaters.

Assuming that you do indeed have a Falcon II Indoor, the latest firmware is 1.31 as you listed.

Both the Falcon II and the Falcon II Outdoor use the same method for firmware upgrading.
